In a significant update ahead of Haj 2025, the Ministry of Religious Affairs has confirmed that nearly 90,000 pilgrims from Pakistan will travel under the official government scheme. With preparations underway, authorities are aiming to streamline the process for a smooth pilgrimage experience.
Pakistan’s Haj Quota and Allocation
Pakistan’s total quota for Haj this year is set at 179,210 pilgrims. Half of this number will go through the government scheme, while the rest will travel via private tour operators approved by the ministry.
New Role Introduced for Better Pilgrim Management
This year’s Haj policy introduces a new administrative role — the Nazim. Assigned to oversee every 100 pilgrims, Nazims will be selected from the ministry’s welfare staff to ensure better coordination and support during the journey.
Special Quotas for Hardship and Low-Income Applicants
The government has also reserved 1,000 seats for hardship cases and 300 for laborers and low-income individuals registered with EOBI and other departments. These special allocations aim to make Haj more accessible to all segments of society.
Flights Begin Late May With Airport Assistance in Place
Haj flights are scheduled to begin from May 28, with trained staff from the ministry deployed at all major airports to assist departing pilgrims. Orientation sessions and training programs are also being held to help pilgrims understand the rituals and logistics involved.
Flexible Stay Options and Updated Costs
Two types of stay durations will be offered: a longer stay of 38–42 days and a shorter option of 20–25 days. Depending on the city of departure, the estimated cost will range from Rs1.075 million to Rs1.175 million. An additional Rs55,000 will cover the cost of the sacrificial animal.
Accommodation Upgrades Available at Extra Cost
For those seeking enhanced comfort, pilgrims can opt for upgraded lodging in Makkah. A double-bed option will cost an extra Rs75,000, while the triple-bed accommodation comes with an additional charge of Rs220,000.
Policy for Women and Children
As per the updated policy, women are required to obtain consent from a guardian—either a spouse or a parent—before performing Haj. Children under the age of 12 will not be allowed to join the pilgrimage. Moreover, all pilgrims must receive vaccinations as approved by Saudi authorities.
