The federal cabinet has approved Pakistan’s long-awaited 5G spectrum auction, marking a major step toward the nationwide rollout of next-generation mobile services. Formal policy directives are expected soon, which will provide a clear framework for telecom operators and investors.
According to officials, the forthcoming guidelines will define the objectives, scope, and rules of the auction, while the government will set the base price for each spectrum band. Sources familiar with the matter told Techjuice that the decision to keep base prices relatively low aligns with recommendations from the government’s consultant, aimed at accelerating 5G adoption across Pakistan.
The policy will also introduce mandatory rollout obligations to ensure early service deployment. Telecom operators winning spectrum licenses will be required to launch 5G services in major cities within six months. Preparatory work for the auction is already at an advanced stage, with the Pakistan Telecommunication Authority (PTA) having completed much of the groundwork. The auction is currently expected to take place by mid-February 2026.
Once the policy directives are formally issued, the PTA will finalize the auction format and determine which spectrum bands will be offered. The authority will then set reserve prices, lot sizes, and rollout conditions before releasing a detailed Information Memorandum.
The Information Memorandum will outline all technical, legal, and commercial details of the auction, including bidding rules, eligibility criteria, spectrum caps, payment schedules, licensing terms, and compliance requirements. It will also define rollout timelines, coverage targets, and service quality standards.
Interested telecom companies will be required to submit applications, bank guarantees, and all necessary documentation to participate. Spectrum licenses will be awarded to successful bidders in accordance with the prescribed rules.
The move is expected to significantly strengthen Pakistan’s digital infrastructure and mobile broadband capabilities, positioning the country to join the global 5G adoption wave and support future growth in connectivity-driven sectors.
